The office of Clerk of Circuit Court dates from 1861. From those early days until the present, the Clerk’s duties have changed significantly, but the office remains vitally important to the residents of each county and city.
The Code of Virginia lists over 800 separate responsibilities for the Clerk, many of which are highly complex and challenging. The Clerk serves as the recorder of deeds and probate judge, issues marriage licenses and is the official court administrator for all civil and criminal court cases. In this latter capacity, the Clerk creates and maintains all court files and records, prepares court orders and jury lists, contacts jurors and issues summons and court processes.
Circuit Court Clerks in Virginia perform duties that in many states are divided among three or four separate offices. In keeping with tradition, therefore, Virginia has saved its citizens significant tax dollars by combining judicial and administrative functions into a single office.

It is the mission of the Clerk’s Office to maintain all court records, documents and evidence in its control in a timely and cost-effective manner while providing outstanding service with courtesy, efficiency and impartiality to the citizens and businesses of Bland County and the participants of the judicial community.
As a Virginia court, we will be responsive to the changing needs of the community--in the development and operation of the law, in the functions of the judicial process, and in the delivery of public services.

A Special Message from the Clerk Concerning Deed Fraud:
Working to Protect the Citizens of Bland County and the Commonwealth of Virginia Against Deed Fraud
Deed fraud is a serious concern, and Circuit Court Clerks across the Commonwealth have proactively taken steps to address this issue. In fact, a subcommittee of Circuit Court Clerks has already been established to explore preventative measures, assess current vulnerabilities, and collaborate on best practices to protect property owners.
Additionally, the Virginia General Assembly has recently passed Senate Bill 1270 and House Bill 2396, which establishes the Deed Fraud Technical Advisory Group. This group, which the Virginia Court Clerk's Association is part of, is tasked with studying and recommending solutions to prevent fraudulent deed recordings and unauthorized transfers of property.
These coordinated efforts reflect a growing commitment at both the local and state levels to combat deed fraud and safeguard the integrity of land records across Virginia.
I hope this information is beneficial and brings peace of mind that we are all working to better to protect not only the citizens of Bland County, but the citizens throughout the Commonwealth of Virginia.
