In compliance with Section 4(f) of the U.S. Department of Transportation Act of 1966 (49USC303) hereinafter referred to as Section 4(f), and the implementing regulations codified as 23 CFR Part 774, this notice is being posted. The Federal Highway Administration (FHWA) in cooperation with the Virginia Department of Transportation (VDOT) and the Town of Rocky Gap provides public notice of the proposal to make a de minimis impact finding under Section 4(f) regarding the rehabilitation of a historic bridge and the construction of a proposed parking lot within the limits of the Town Park property. The intent of the notice is to provide the opportunity for the public review and comment of the proposed determination.

The proposed project in Bland County, involves the Rocky Gap Greenway Project. The 0.2 mile Greenway will be composed of a crushed aggregate walkway spanning from U.S Route 52 to a new parking lot near the Veterans Memorial at the corner of Route 660 and Wolf Creek Highway (Old Route 61). This walkway will incorporate a historical bridge spanning Wolf Creek. FHWA will make the de minimis finding after this public notice expires and with proper documentation.

 Pursuant to 23 CFR 7745(b)(2) notice is hereby provided of the proposed de minimis impact finding determination.  Comments concerning the proposed Section 4(f) de minimis impact finding may be submitted to the VDOT Environmental Section at 870 Bonham Road , Bristol, VA 24201 in writing or emailed to District Environmental Manager Doris.Bush@VDOT.Virginia.gov within 15 calendar days of the date of this public notice.  The comment period will expire on February 28, 2019.
