Governor Spanberger Encourages Commonsense Water Conservation in Response to Historic Drought Conditions

RICHMOND, VA — In response to the historic drought conditions creating challenges for communities and farmers across Virginia, Governor Spanberger today — in coordination with the Virginia Drought Monitoring Task Force — encouraged Virginians to take voluntary, commonsense steps to conserve water use. Despite much of the state receiving recent beneficial rain, a significant lack of precipitation has resulted in Virginia recording its driest period since 1941. Precipitation totals are approximately eight inches below average across much of the Commonwealth.

“All Virginians can play a role in protecting our water supply during this historic dry period,” said Governor Abigail Spanberger. “As communities across the Commonwealth — particularly in Southside and Central Virginia — continue to be impacted by these conditions, it is important that we take commonsense steps to meet this challenge. I’m grateful to Virginians for doing their part, and my office will continue to remain in close coordination with the Virginia Drought Monitoring Task Force as we focus on safeguarding our water supply.”

“We all know that water is essential to our daily lives. Not just for our personal use, but also for our farmers, our small businesses, and our industries,” said Secretary of Natural and Historic Resources David Bulova. “Taking simple steps now to reduce our own consumption can help prevent more serious restrictions as we move into the summer months. We will continue to regularly monitor conditions with the Drought Monitoring Task Force as we move into the hottest time of year.”

Voluntarily conserving water may help the Commonwealth avoid mandatory water restrictions in the future if drought conditions persist or intensify.

STEPS VIRGINIANS CAN TAKE TO CONSERVE WATER:

Reduce lawn and garden watering schedules to alternating days, only watering between dusk and dawn
Turn off ornamental fountains
Limit washing of vehicles and paved surfaces unless addressing public health and safety
Limit filling of swimming pools

While most of Virginia’s water reservoirs remain full, streamflow and groundwater levels show evidence of severe hydrologic drought. The most recent Department of Environmental Quality Daily Drought Map shows 100 percent of the Commonwealth’s land area experiencing drought conditions, with the majority of the Commonwealth in a drought warning status.

Ongoing drought conditions have resulted in significant impacts on our agricultural industry. Persistently dry soil conditions and lack of precipitation have delayed or prevented planting and reduced yield potential. The U.S. Department of Agriculture (USDA) has used their fast-track disaster declaration process to declare drought disaster designations across dozens of localities in Virginia. Fast-track designations provide producers impacted by drought with access to emergency loans and other assistance. Under Governor Spanberger’s direction, Virginia continues to coordinate with USDA and federal partners to ensure resources are available and communicated to farmers and growers impacted by drought.

If drought conditions continue, the Governor may declare a Drought Emergency by executive order. Mandatory water use restrictions for certain users and industries would be implemented at this stage. Drought emergency responses are required from all impacted state agencies and localities in accordance with local drought ordinances and executive orders during the height of a significant drought event. Although Virginia is typically a water-rich state, severe droughts have occurred, most recently in the summer of 2002, when Governor Warner declared a Drought Emergency.

Placing it out early without being contained allows animals to tear it up and scatter it throughout the community, state right-of-way and your adjoining neighbor’s property.

Pursuant to the provisions of Section 15.2-2506 of the Code of Virginia, as amended, the Bland County Board of Supervisors has ordered the publication of the following budgetary synopsis for the fiscal year ending June 30, 2027. This synopsis includes the School Board Budget request and the tax levy for calendar year 2026. Notice Of Proposed Real Property Tax Increase

The County of Bland proposes to increase property tax levies.

1. Assessment Increase: Total assessed value of real property, excluding additional assessments due to new construction or improvements to property, exceeds last year’s total assessed value of real property by 89.6%.

2. Lowered Rate Necessary to Offset Increased Assessment: The tax rate which would levy the same amount of real estate tax as last year, when multiplied by the new total assessed value of real estate with the exclusions mentioned above, would be $0.32 per $100 of assessed value. This
rate will be known as the “lowered tax rate.”

3. Effective Rate Increase: The County of Bland proposes to adopt a tax rate of $0.40 per $100 of assessed value. The difference between the lowered tax rate and the proposed rate would be $0.08 per $100, or 25%. This difference will be known as the “effective tax rate increase.” Individual property taxes may, however, increase at a percentage greater than or less than the above percentage.

4. Proposed Total Budget Increase: Based on the proposed real property tax rate and changes in other revenues, the total budget of Bland County, VA, will exceed last year’s by 5.7%.

A public hearing on the increase will be held on Monday June 15, 2026, at 4:00 p.m. at the Bland County Courthouse, 612 Main St., Bland, VA 24315. Any persons desiring to address the Board may do so at the hearing.

Public notice is hereby given that the Board of Equalization for Bland County will meet on the days hereafter listed for the purpose of equalizing real estate assessments in Bland County and for the purpose of hearing complaints of inequalities wherein the property owners allege a lack of uniformity in assessment, or errors in acreage in real estate assessments. The board also shall hear complaints that real property is assessed at more than fair market value.

Upon hearing such complaints, either oral or written, the Board will give consideration and INCREASE, DECREASE, or AFFIRM such real estate assessments. Before a change can be granted, the taxpayer or his agent must overcome a clear presumption in favor of the assessment. The taxpayer, or agent of the taxpayer, must provide evidence to the Board that the assessment of the property contains an error or is not uniform with the assessments of other similar properties within Bland County or that the property is assessed in excess of its fair market value.

The County would like to ask for our residents to refrain from placing any type of Lithium or Lead Acid Batteries out or with your Trash Collection. Lithium Batteries can overheat, catch fire, and even explode. We recently had an issue in one of the trucks, but the Employees were able take control of the problem before it became a major issue.

Please contact the Public Works department at 276-688-4622 if you have any Lithium or Lead Acid Batteries that need disposed of.

The Bland County Board of Supervisors will conduct a public hearing on Friday, June 5, 2026 at 4:00 p.m. in the courtroom of the Bland County Courthouse, 612 Main St., Bland, Virginia, to consider an AN ORDINANCE AUTHORIZING LOCAL EMPLOYEE BONUS OF 2% FOR FULL-TIME EMPLOYEES OF BLAND COUNTY. This ordinance would authorize a one-time bonus of 2% of base salary for the full-time employees of Bland County.

This bonus is partially funded by the General Assembly. The General Assembly has authorized a one-time bonus of two percent (2%) of base salary for certain full-time employees employed as of June 1, 2026, including: (1) Constitutional Officers and their Compensation Board funded deputies and employees; (2) General Registrars and members of local electoral boards; and (3) full time employees of the Local Department of Social Services.

LOCAL EMERGENCY: BAN ON OPEN-AIR BURNING

(Bland County, Virginia)- Local Emergency: open-air burning banned in Bland County, effective Tuesday, April 14, 2026, at 4:00 p.m.

Due to increased fire danger from very dry conditions and lack of significant rainfall in the forecast, Bland County has issued an open-air burning ban.

Bland County will lift the ban once conditions have improved.

Circuit Court Clerk Launches VADeed Alert To Help Protect Property Owners from Deed Fraud

The Office of Clerk of Circuit Court for Bland County is encouraging property owners to enroll in VADeed Alert, a free, voluntary notification service designed by the Office of the Executive Secretary (OES) to help Virginians protect their property from deed fraud.

VADeed Alert allows residents to receive electronic notifications whenever a document is recorded in the local land records that matches their name or Tax Map/Parcel ID number. These alerts can provide early warning of potentially fraudulent activity, such as unauthorized deed transfers or filings.

“Deed fraud is a growing concern nationwide,” said Lisa Hall, Clerk of Circuit Court for Bland County. “VADeed Alert gives property owners a simple and effective way to stay informed and take quick action if something doesn’t look right.”

The service does not prevent documents from being recorded, nor does it validate the legality of a filing. Instead, it serves as an additional layer of awareness, enabling property owners to review activity related to their property and contact the clerk’s office or seek legal advice if needed.

New Fire Pumper for Hollybrook-Mechanicsburg Volunteer Fire Department

Bland County has announced the addition of a new International Pierce fire pumper truck for the Hollybrook-Mechanicsburg Volunteer Fire Department, strengthening emergency response capabilities and fire protection services for the community. The truck was purchased through a grant from the AEP Foundation to help ensure volunteer firefighters have dependable equipment to serve residents across the county.

County Administrator Cameron Burton emphasized the importance of continuing to invest in emergency services equipment. “It’s imperative that we continually work to improve our fleet of emergency services vehicles. Our volunteer firefighters need dependable, updated equipment to ensure their safety and the safety of our communities,” Burton said.

Hollybrook-Mechanicsburg Volunteer Fire Department Chief Everett Rose expressed appreciation for the county’s continued support. “We’re very thankful to the Bland County Board of Supervisors for their continued support of all our fire departments. Volunteer Fire Departments are an important part of every community. We’re proud of this organization,” Rose said.

Burton also highlighted the importance of the grant partnership. “I can’t thank the AEP Foundation enough for the grant funds that made this purchase possible. The AEP Foundation has been an incredible partner to Bland County,” she said.

Mechanicsburg District Supervisor Randy Johnson added, “Our fire departments depend on volunteers, donations, and grants to meet the needs of our communities. We thank them for their tremendous effort and encourage the community to join, support, or donate.”

The Hollybrook-Mechanicsburg Volunteer Fire Department is staffed by volunteers who provide fire protection and emergency response services to residents in the Hollybrook and Mechanicsburg areas of Bland County.

The new location will also feature event space availability, providing a comfortable venue for meetings, celebrations, and special occasions.

“We are incredibly grateful for the support our community has shown us,” said the owners. “Opening this café allows us to expand while continuing to serve the homemade meals our customers know and love.”

Timothy Havens, Chairman of the Bland County Economic Development Authority, added, “We are so pleased to welcome Taste of Home Cafe & Catering to our Main Street location. Expanding an existing business is paramount to the mission of the Bland County EDA.”

Cameron Burton, Administrator for Bland County, also shared her support, stating, “We've known Janice and her love of home cooked meals for years. She shows her heart in every plate served.”

Stephen Kelley, member of the Bland County Board of Supervisors, stated, “The work of Economic Development is a long process. It takes time, effort, and the respect of business owners. I applaud the work of the Bland County EDA and their commitment to this pivotal work.”

Community members are encouraged to watch for additional announcements as the May opening approaches, including details about a grand opening celebration.

Notice: Water Line Repairs

The Bland County Service Authority will be making repairs to the water line associated to Fairview St., Liberty St. and Jeb Stuart St.
The Public Works Department will be making these repairs on Tuesday, February 17, or Wednesday, February 18.

There will be some service interruptions during the day that could possibly last for several hours.
